For nearly three decades, the Midtown Community Benefits District (MCBD) has been dedicated to keeping our neighborhoods clean, green, and vibrant while advocating for the needs of our residents and businesses. Midtown continues to work with its communities in Bolton Hill, Charles North, Madison Park, and Mount Vernon-Belvedere to maintain and improve the services provided, ensuring our shared spaces remain welcoming, safe, and thriving. We now face a critical moment—Midtown must go through a full authorization process to continue providing the services that have strengthened our community for the past 29 years, and we need your support.

The Process

In the coming weeks, a special ballot will be mailed to each property owner in the Midtown District. Property owners will have 21 days to complete and return the ballot using a pre-stamped envelope provided with the mailing.

Once submitted, the ballots will be collected and counted by the Comptroller of Baltimore, who will certify the results.

FAQ: About the Process and Ballots

  • The special ballot is a voting process that allows property owners in the Midtown Community Benefits District to decide on the continued authorization of Midtown services. Each property owner will receive a ballot by mail and will have 30 days to complete and return it in the pre-stamped envelope provided.

  • All property owners within the Midtown District will receive a ballot by mail. A map of the District can be found here.

  • You will have 21 days from the date the ballot is mailed to complete and return it.

  • The mailing addresses on file have been provided by the Baltimore City Department of Finance.

    You can look-up this address for any property by searching the SDAT: Real Property Data Search.

  • Completed ballots must be returned to the Comptroller of Baltimore by March 27th at 4:30pm where they will be collected and counted, certifying the results. Included with your ballot is a postage paid envelope for you to use for your completed return.

    In lieu of mailing ballots, you may choose to drop them off in person at one of the following community collection locations.

    Ballot boxes will be provided - please be sure to sign and date your completed ballot and place in the sealed envelope. The in person drop-off deadline is: Wednesday, March 26

  • Your vote determines the future of Midtown services. A “YES” vote ensures the continued success and operation of Midtown, allowing it to maintain vital services such as cleaning, greening, safety initiatives, advocacy, workforce development programs, and more.

  • To ensure your vote is counted:

    1. Complete your ballot as instructed.

    2. Return it using the enclosed postage paid envelope within the 30-day period.

    3. Ensure it reaches the Comptroller of Baltimore before the deadline.

    Our Board, which has a President representative of each of the four communities in Midtown - Bolton Hill, Charles North, Madison Park, and Mount Vernon-Belvedere unanimously support the continuance of Midtown and asks for your “YES” vote.

  • We want to reassure you that Midtown’s budget is secure, and there will be no interruptions to services at their current levels as we navigate this process. For now, Midtown will continue to provide exceptional services, ensuring our neighborhoods remain clean, green, safe, and vibrant. Our commitment to maintaining the high standards of service that our communities have come to expect remains steadfast. We will continue to operate as usual, delivering the essential programs and advocacy that make Midtown Baltimore a great place to live, work, and visit.

  • It is essential to clarify, however, that if we do not secure the votes needed through the special ballot, Midtown will no longer exist in the future, leading to the loss of services that have been integral to our community for the past 29 years. These services—including cleaning, greening, and safety initiatives, workforce development programs, and tree canopy enhancements—would no longer be available to support our neighborhoods.

  • Midtown has demonstrated its commitment to service through multiple programs throughout nearly three decades in service to our neighborhoods. Just a few of our current initiatives include:

    • Tree Canopy Support Program – Expanding and maintaining Midtown’s urban tree cover to enhance environmental sustainability, community wellness, and neighborhood aesthetics.

    • Workforce Development – Providing employment opportunities that support both individuals and the community, strengthening local economic growth.

    • Clean and Green Initiatives – Maintaining cleanliness through consistent street sweeping, trash collection, and beautification efforts that keep our neighborhoods welcoming and safe.

    • Community Advocacy and Support – Working on behalf of residents and businesses to address concerns, push for improvements, and create a unified, thriving Midtown.
